We had a major problem with roos eating our trees - we tried putting
double guards on the trees as you are thinking but they still ate
everything above the guards and severely stunted the trees. Eventually
we had to put up a 6 foot high electric fence which has proven 100%
successful in keeping the buggers out. The affected trees have grown
back to a reasonable size, they are now 4 years old but are probably
about 2 years behind from the damage.
Our fence at 6 foot high whilst very successful may have been a bit of
overkill as from observation most go through or under the fence in our
area. Still better over engineered than under I suppose. Happpy to send
you some images if you like.

2 I am thinking about putting 2 guards per tree one on top off the
other to cover the whole tree would this create any problems
