Item 3. the initiator of a levy proposal shall supply an assessment of
the extent, the nature and source of any opposition to the levy, and
shall provide an analysis of the opposing argument and reasons why the
levy should be imposed despite the argument raised against the levy.
The initiator shall also demonstrate that all reasonable attempts have
been made to inform levy payers of the proposal and that they have had
the opportunity to comment on the proposed levy.
