We had a major problem with roos eating our trees - we tried putting
double guards on the trees as you are thinking but they still ate
everything above the guards and severely stunted the trees. Eventually
we had to put up a 6 foot high electric fence which has proven 100%
successful in keeping the buggers out. The affected trees have grown
back to a reasonable size, they are now 4 years old but are probably
about 2 years behind from the damage.
Our fence at 6 foot high whilst very successful may have been a bit of
overkill as from observation most go through or under the fence in our
area. Still better over engineered than under I suppose. Happpy to send
you some images if you like.

Are you sure they are kangaroos and not wallabies?
My experience is that kangaroos box or hump the trees smashing branches and
causing much damage but it is the wallabies [swamp and red neck] that graze
on the trees.
I guess if you are in drought conditions then the kangaroos may be forced
to eat the leaves.
I have used long lengths [up to a metre] of white plastic tubing [about
800mm in circumference], purchased as a continuous roll, to protect the
trees. This material is normally supplied to nursery bag manufacturers for
strong, U.V. resistant containers for advanced trees. I purchase mine from
Agricultural Plastics in Minto, Sydney. They will usually last till the tree
is high enough to be out of reach of the wallabies.
In what district is your grove and do you have wallabies?

I had the same problem with my trees.

It does slow them down a bit but none of them have died as a result.

I covered all my trees with a plastic mesh "sock".

It comes in a roll so you just cut off the length that you need for
each tree, expand it out and then slip it over the tree. In my case
I put it over the young tree and then down over the pastic tree guard
that was already in place. It expands out to a diameter of about 200
mm and is self supporting so it just stands up stiff by itself, or
supported by the foliage of the tree.

It worked very well for me. The trees are now actually getting
bigger and as they grow the foliage simply grows through the
netting. For some reason the foliage sticking through the netting
does't seem to be nibbled either. Don't know why.

There was quite a discussion about kangaroo last year so check the archives but
it boils down to erecting fences around the groves or like I did putting chicken
wire around each olive trees. It all depends how many tres you have!!!
