The "lecca" is a sort of flat spoon to "lick" (in Italian, "leccare") the oil from the surface of a tin. It requires a particular ability to grab the oil and leave the water: with a circular movement the miller takes the 2 millimeters of oil cropping up from the water. Now there are other methods to separate oil and water: I'm asking the old millers here around to find a "lecca", so I can show you a photo of someone using this tool. Bye!
